All IUPAT District Council 38 members have their own Business Representative.

Justin Chapman, Painter’s Business Representative

Justin is the business representative for Painters Union, Local 138. He is responsible for the administration of collective agreements, negotiations, representation, and dispatching, along with a variety of other duties for the Local 138 members.

Kevin Weston, Lathers Drywall Finishers and Allied Trades Business Representative

Kevin Weston is DC 38’s Business Representative for the Lathers Drywall Finishers and Allied Trades, Local 163.

Kevin began his career as a lather apprentice in 1998, and became a Red Seal Journeyman in 2002. During his lathing career, Kevin worked as a foreman and was involved in Collective Agreement bargaining. In 2007 he was elected as a Delegate to the Council, and in 2017 he became the Business Representative for Local 163.

As a business representative, Kevin recruits, organizes, and negotiates on behalf of the lathers.

Marv Magnison Jr., Glaziers Business Representative

Marv is the business representative for Glaziers’ Union, Local 1527. In this capacity, Marv is responsible for outside glaziers as well as servicing inside members through trips to sites and shops around the Lower Mainland. Marv recruits and dispatches members, takes part in collective agreement bargaining, and attends meetings with WorkSafe BC. A glazier by trade, Marv began his apprenticeship in 1990 and worked as a glazier for over 15 years before being elected as a business representative for DC 38 in 2005.

Orfeo Pagliacci, Vancouver Island Business Representative and Director of Workforce Development

Orfeo (Phil) Pagliacci is responsible for recruitment and organizing. He is also a representative for the Waterblaster members, and provides rep support for all other DC 38 trades. He became a union member in 1981 as a painting apprentice in Local 138. In 2003, he joined DC 38 as a full-time organizer and in 2005, he became the Director of Workforce Development.

Bryon Hill, Northern BC Business Representative

Bryon began his Interiors Systems Mechanics apprenticeship in 1997 and worked in the industry from 2001 to 2010. He started with DC 38 in January of 2010 as a Business Representative and a trainer for the FTI BC in Prince George. He sits on the Prince George Building Trades Council.

Kris Locsin, Hazardous Materials Abatement (HAZMAT) Acting Business Representative 

Kris worked with Nucor Environmental Solutions from 2019 -2020 prior to being hired as an Organizer and Recruiter for the HAZMAT trade with DC38.  Kris has experience working as the shop steward for the Surveillance Department at Cascades Casino Langley.  While there, he helped to organize the department and participated in creating their first collective agreement.
